So, open your picture with photoshop and create a new layer.
change the blending mode from Normal to Color. Then pick a color and start to paint ONLY the skin of the person. When youve done name that layer skin
You should have something like this:
Then create a new layer, change it from Normal to Color, select another color and paint the lips for example. Do the same thing for the other parts of the picture (eyebrows, eyes, hair, shirt and pants).
Your result should be similar to this (of course the colors can vary):
So, now select one layer and press CTRL + U (if you have a mac press U).
The Hue/Saturation dialog box should pop up.
Tick the option Colorize and edit the Hue and the Saturation until when youre satisfied. Do the same to all the other levels.
My final result was this:
