with some straight forward steps involved.
STEPS-
1-open picture in adobe photoshop.
2-select POLYGONAL LASSO TOOL.
3-Now give an outline to eyeball using this tool.
4-Goto SELECT-MODIFY-FEATHER.
5-Set feather radius=1
6-Goto IMAGE-ADJUSTMENTS-HUE SATURATION.
7-Now play with hue/saturation settings to change the eye color.
