You can turn just about any photograph into a cartoon-looking image using Adobe Photoshop. To perform this task you must understand how to use Photoshop and must have some understanding of graphic design principles. There are many filters the application will allow you to use to manipulate a photographic image. If you are looking to create a raster/non-vector cartoon image and have a digital photograph, Photoshop is the best application to use for this task. Any vector art is best completed in Adobe Illustrator.

Click file and then open in the menu bar located at the top of the screen.

Select the photograph you wish to turn into a cartoon image and click open.

Duplicate your photograph by selecting the image in the layers window usually located at the bottom right of your screen. Right click on your image's layer and select "duplicate layer." Click ok. This will prompt Photoshop to copy your image. Highlight the copy of your image in the layers menu by clicking once on it.
If you do not see the layers window at all, click window and then click layers in the menu bar located at the top of your screen. This will prompt the application to open the layers window.

Select the coloring option "color dodge" in the layers menu. The coloring options are listed in a drop-down menu at the top left of the layers window.

Click on image, adjustments and invert in the menu bar located at the top of the screen.

Click fliter, blur, then gaussian blur in the menu bar located at the top of the screen. Set the blur to eight and click ok.

Click layer, new adjustment layer then threshold in the menu bar located at the top of the screen. Click ok. Set the threshold to 245.

Create a new layer by clicking layer and then new layer in the menu bar located at the top of you screen. Name the layer "cartoon" and select ok.

Highlight the "cartoon" layer in the layers menu and select the coloring option multiply.

Select the brush tool located in the tool bar. This brush tool icon looks like a brush and can be found towards the bottom right of the bar. If you do not see the tool bar click window and then tools. This will prompt the application to bring up your tool bar.

Click on the top color box located in the tool bar at the bottom left of the bar. Choose a color that you wish to use in your image.

Click and drag your brush tool on the image where you want to place color. Do this much like a coloring book, staying inside the lines of your image. Make sure you adjust your brush size according to the space you are coloring in. To adjust your brush size, click the drop-down brush size menu located at the top left of your screen under the top menu bar.

Continue steps 12 and 13 until your image is completely colored in.
